CBO Child Care and Pre-K Estimates Assume Massive State Non-Participation

We got our hands on an internal CBO document that outlines the assumptions the agency used when scoring the child care and pre-k provisions in the Build Back Better legislation. Those assumptions include that 34% of kids live in states that will not participate in the child care provision while 40% of kids live in states that will not participate in the pre-k provision. This non-participation is key to keeping these provisions below $400 billion, yet publicly Democrats continue to claim that non-participation wont be a major problem.
