1. Adding everyone to a national health insurer in one fell swoop.

2. Allowing older adults to buy in to Medicare.

3. Allowing individuals without employer insurance to buy into Medicaid.

4. Creating a public option to compete in the employer and individual market.

5. Adding all people under the age of 27 to a Medicare-administered plan.
