Neal Paid Leave Plan Excludes 42% of New Mothers

The paid leave proposal currently being circulated by Richard Neal excludes all parents who did not work in the 30 days prior to taking leave. This is comically inattentive to the realities of pregnancy and would result in an estimated 42 percent of new mothers being ineligible for the benefit. This is an easy problem to solve: add a sentence or two to the bill that states that all new parents who do not meet the work history requirements are still eligible for the minimum monthly paid leave benefit.
