Small businesses pay lower wages, provide less benefits, and are exempted from most major worker protections. This has important implications for how to engage in anti-monopoly policy. To the extent that corporate concentration is a problem, the solution lies in adopting policies that will increase the number of medium-sized and especially large companies competing in a given market, not in promoting small business per se.
