Any effort to do race-only reparations will wind up running into one of these two bizarre outcomes. Race-based reparations implemented with flat payments would end up creating massive racial wealth disparities that are even larger than current race disparities in the bottom half of the wealth distribution. Race-based reparations implemented with graduated payments would end up delivering the vast majority of reparations to the black upper class and almost none to the black lower class.

There is no way out of this double-bind except to combine race and class based leveling together.
